Exactly the same thing in Xamar. A lot of the new roads crumble quickly but the roads built in the 70s-80s era a lot of them are still intact.Hargeisa's infastructure was actually quite nice Pre '88. It's when the dhul boob started when people returned in the early-mid 90's that things went to shit. Everyone built on the land without regard for planning in order to claim an economic stake in the city and solidify their land ownership. Also, one of the main problems is that Hargeisa's road network is meant for a town of maximum 400,000 when it's population is more than double that which has obviously contributed to its quick degradation. It is not that roads aren't built in Hargeisa, but that the newly built roads crumble so easily.
