How are we defining ‘development’? I hope you are not mistaking poorly designed buildings for development. Where is the development in the once gorgeous, if colonial, Xamar?

What does the South have to do with PL or SL developing? The South has been attacked non stop since 2000's but they keep building, Mogadishu from the time of HSM's first term to Formajoo 2012 - 2016 The city of Mogadishu development grew over 50%.

An excellent question I asked the mayors of Hargeysa re: road 150, and Bosaso re: the main city road. No meaningful answers.

People misunderstand Californias agricultural sector. Seven out of the top ten agricultural goods producing counties in California are from San Joaquin Valley and this Valley is named after San Joaquin River and the other three counties are along the Sacramento River. California has its deserts but it also has fertile valleys with abundant sources of water and farmland. Not the same situation mate. Califoria is like Egypt or Iraq, both mostly barren arid lands with rivers bringing ton of water and making agriculture possible on certain regions.

PL should turn the seasonal rivers in Bari more permanent using sand dams. It will turn the region greener and if you plant more trees and manage to control erosion. It has lot of potential. In a sense I agree with your premise, but I disagree with the California stuff.
