Those 87 council seats that is being contested we need to know what the population of eyl-qardho-ufayn is to determine council seat to population ratio. If PL is 4 million, we need to work out Puntland Parliament seat ratio to population.
Right now as a guide, we have 66 MPs for 4 million people. That is 1 mp per 60,000 people. Are we going to keep the 66 MP ratio which was designed for a 28 district model in 98 as they haven't added any new parliamentary seat to account for the population boom post 98.

I honestly don't know where @Abdalla @FBIsomalia got their 54 and 59 counts. But that was in 2017. I doubt we boomed in the last 4 years from 40 districts in 2017 to 54 or 59 districts in 2021.
Anyways let's go off the official sources, If PL has 40 districts today for a population of 4 million. That's an addition of 12 districts on top of the official 28 districts per the 1991 borders. We grew 12 districts since 98.
Where-as in 98 we created 66 mp's to represent 28 districts. That's 2.3 mps per district. So we need to 'add' 2.3 mps x 12 new districts.
That's another 27.6 MP'S that haven't been ratified to adjust the puntland parliament quota. So if we take 66 mps and add 27.6 MPS for the new 12 districts. That means Puntland Parliament should have 93.6 MP'S.
So we can Round that off to 97 MPS for a population of 4 million. That's a parliament quota of 41000 per each MP in Puntland Parliament. My prediction is when puntland gets past these pilot elections and holds region wide elections. 2 MP's per district model is most likely going to be the quota untill a proper census is done to work out what each district population is.
Either way you will need to follow the 41000 per mp model. How many live in Bosaso. Let's say 1 million. 1 million/41000. Population wise they will get 24 seats in Puntland Parliament if we use population quotas or else untill census are done, we will need to follow the 2 mp per district.
