Alot of countries especially post the trump trade war era are investigating their trade deals to see if it's fair and balanced for both sides, I strongly agree with this. It's not fair your trade partner wants to make money in your market and people but then run off to another country or region with your hard dollars and they don't invest a cent back into your homeland, this is now seen as the flaws of free trade and PL economist should assess their trade partners whether globally, regionally or even locally and see if we are losing out and if we are apply taxes on those responsible. The new hype now is fair trade not free trade.
We must assess where all your agriculture comes from and if those regions don't use our port in return of using our market, apply taxes or ban them completely, simple and done. Don't let PL be taken advantage of.
