The way forward is unity via a huge clan reconciliation conference involving every single Qabiil and we shall reconcile and become brothers again.

Yes the Constitution needs to be sorted out as quickly as possible. And once it's complete then it will be official. The SFG will be above Puntland. It has to be. That's like the government of Washington being above Texas. It just makes sense. You can still do autonomy, however major major things like foreign policy and military will have to be passed onto the SFG.
