I actually believe that the UN count in 2014 is an underestimate and that the nomadic population in Puntland was not well enumerated. They also underestimate the number of other Harti clans. Badhan district alone has almost 250k people.

Even if Puntland's population density is lower than Somalia's average, its land size more than makes up for it.
