Nuclear, cybersecurity, and biotech are cheap technologies. The West is morally against abusing that, but Russia and China aren't.

GDP when it comes to Russia is a misleading indicator of their power. I would look more towards the raw materials they have access to and their military technology. They are a great power in terms of military tech and access to raw materials.
