If a Southern non-Daarood (Eelaay, Bantu etc), live all over Puntland, what would stop a Dhulbahante? Feel welcome anywhere in Puntland, cidna kaama xigto.

I am pretty uneducated when it comes to Somalia but would i need a local partner in Qardho or is that only for non-Somalis looking to do business there.
