The bigger issue here is lack of morale and belief in the mission. Nothing else will make a difference. You would probably feel the same way too if a crook who was stealing all your nations resources was asking you to die for him so he can continue to loot while he may or may not pay you a hundred bucks. No wonder they all ran.
