Puntland supported Jubbaland when Xamar and Marehan were opposed to its creation due to it being Ogaden/Darod led. Puntland were the main supporters both politically and financially after almost 2 years of opposing it Hasan Sheekh had to recognize the reality on the ground after he and Marehan were unable to oppose the Ogaden and Kenyan troops. Being recognized as the legitimate Jubbaland administration gives it legitimacy in all Jubbaland regardless of how much it controls.
