My proposal of Raas Casyr is supposed to revive the economy, make it a hub for commerce just like at the Sultanate's peak in 19th century. To merely set-up a Ministry for Coastal Development indicates reform & directing some funds towards development. One is a large-scale, seismic policy, the other is reallocation of funding. I do appreciate however that not everything grand works out and sometimes small is great so I am honestly no totally against this idea, only under the condition that it is an initial step with the wider plan being greater investment and attention.
I'm surprised it isn't even on the agenda to make changes to the coastal towns. Its far more important than any economic policy towards Garowe/Bosaso which remains the state's main focus. I briefly was informed about Ilhan's plans to secure funding for Qardho-Bayla but this is a long-term plan as she proposed that Reer Bayla start to initially raise something and she will get NGOs and agencies to top-up, its over 200km I believe so it will be in the $10s of millions.
I'd honestly go as far as leasing parts of the coast to China for roads to be built towards the coastal towns, or a partnership, given its completely dormant now so it isn't benefiting anyone. Another factor would be internal fundraising, with the govt handing over land in those coastal towns in proportion to the amount they invested to build the roads, this provides the incentive structure to invest.

I hope I do not say this out of partisanship but rather a statement of fact that coastal/littoral groups are far sharper and have greater acuity compared to the traditionally in-land sub-groups. This of course being due to natural instincts of having to always be on defensive mode in case of an attack on their shores. By the way, Bah Gareen should be inland given they are predominantly based in Sheerbi (I'm assuming you put them there because of their presence in Bosaaso though, but their main base is Sheerbi).

You mentioned the Bayla/Xafuun split, do you know which Muse Suldaan's predominantly settled in Konfuur? I want to say a significant majority of Farah Muse over the last 100 years are reer Konfuur (claiming Kismayo as their home rather than Bayla). Me personally I'm 4 generations removed from Bayla and mostly all Farah Muse that I came across are too (although that simply could be selection bias).
