It’s a 50/50.

It depends on if Turkey sees Russia’s invasion as a threat to Turkish security. As a NATO member, there is no immediate threat to Turkey.

But if they do see this as a threat then they have the prerogative to close the waterways in accordance with the 1936 agreement.
