First of all I’m from Saaxil, Waqooyi Galbeed, Somalia. Everyone here has white teeth and clean water supply. When it comes to SL, more to do with geography. High % of population live too inland and too urbanised. Poverty in Somalia is intrinsically linked to water supply and too high of a population live too far away from good access to biyo.
PL regions all have a coastline which is more than Togdheer / Sool and higher % of coastal people. Only real areas of note in PL that live far away from the coast is Qardho and Galkacyo. As population increases that will be a much bigger concern for those two areas, especially GLK.

Food sources was to do with being inland. 2 million in Hargeisa Burco and Berbera and they’re all several hours away from the coast. PL biggest city is on the coast
