Cutting ties is diplomatic suicide especially since a large number of indigenous Somalis live in both countries.

Instead, Somalia (during its recovery phase) should try to establish mutual relations with these savages but hold the line when it comes to matters of territorial integrity. (Kenya stealing that sea!)

If Somalia stabilises in the future inshallah (still wishful thinking) and gains some clout then they can use their new found power to not be belligerent but instead pressure Ethiopia and Kenya to not trample on their Somali citizens. (Russia and Turkey are artful in this game)
