There is nothing to negotiate with rebels however if they want money they will have to admit that they get revenue from the central authority in Mogadishu and get equal share like all the others states of Somalia

It doesn't work like that. There's only three airports in Somalia that get regular flights (proper airports that get jet aircraft flying there not airstrips with turboprops). Mogadishu, Hargeisa and bosaso so why should a state like galmudug get an equal amount when there's virtually no aviation facilities or equipment there.

Btw as of 2017 Hargeisa gets more flights than Mogadishu

Somaliland doesn't exist as a sovereign nation, so airspace should be distributed evenly just like a normal country (this is including SL since its part of Somalia).
