Presidency shouldn't be a litmus test. The first President in Somalia was Udejeen, whose people don't number more than a thousand people somewhere in a village near Beledweyne. that's like a liibaangashe harti or Ayub Isaaq.
About your first point, I dnt think anyone would benefit being part of Somalia. If the eelay with there SW state were independent they could manage their entire economy on the bread baskets of Bay and Bakool and export shit in Baraawe.
