No Somaliland don't receive as much as Somalia, it's not near it at all, as you can see in the graph I have posted earlier.
Late last year the UN signed an agreement with the Somalia government called "The Sustainable Development Cooperation Framework" - it's just another cash grab program.
The UN wanted to micromanage all aid from Xamar but the Somaliland government told them that they have a fiscal plan and budget each year in Somaliland, and if the UN want to assist they have to deal directly with Somaliland, so they can tell them which areas it's citizens need more assistance.
But the UN refused - they probably was so steadfast on doing it from Xamar, because that way, it's easier to do embezzlement and corruption.
But the Somaliland government banned the UN and stopped all their activities and that's a tell-tale sign of, that they don't have such a big impact in Somaliland, assistance wise.
