Federalism has trade offs. One of those is faster economic development. A more centralized state would be better able to conduct economic policies and could make investments more efficiently than any federal state. I trade that off in favor of peace and more political stability. Slower economic development is a price that is worth paying.

Somalis should develop district capitals and district regions but at the same time develop their hometowns, in the UK many whites work in london or birmignham but have their home and family in their village town. Maybe commuting to Burco and living in laascanod might be the future or vis versa.

Use clans to start businesses, sub clans by the sea can get funding from their whole clan to develop fishing industry their, export that get the money and divide it with the clan, probably an easy way to develop somalia.
