As the environmentalist get more influential it's gonna get more annoying to drill for oil. Countries are also trying to get off oil. Southern Somalis need to get their shit together fast. We need a competent, transparent and honest government to makes sure oil drilling starts and the money from oil is used for the benefit of the country!
This is the chance of a lifetime for us Somali. We have possible 60+ billion barrels of oil. This can transform our country! Somalia can not let this chance at rebuild slip them by. Enough is enough.

First, we need security. Assuming Somalia is safe.
To stop dutch disease we can diversify the economy
We can use the oil money to build infrastructure (roads, bridges, powerplants, ect), which will help diversify the economy.
Build up the tourism sector we have the longest coastline and a strong diaspora. We can build resorts, and rebuild our wildlife tourism by reintroducing wildlife.
Then we can put money into the agriculture sector in southern Somalia.
Basically, put the oil money into different sectors of the economy.

Also, we can create a sovereign wealth fund this will help reduce the effect of dutch disease by a lot.

The environmentalist always seems to promote solar and wind energy. They never promote hydro, nuclear, and geothermal energy which are far better. I think the environmentalist are bought and paid for by the solar and wind industry.

Especially nuclear. Nuclear is a zero emission clean energy source but their opposition to it is ideological and void of the facts. It is based on their hippie opposition to nuclear weapons. The green movement and their green parties were created out of the anti nuclear protests 50 years ago. The Green Party of Canada is full of crackpots and conspiracy theorists and 9/11 truthers. They're headed by a bald headed Black Zionist Jew woman. I appreciate her rabid support for Israel but a very weird person.

Do they expect me to walk 25 km to work one way? Do they except me to freeze to death in the cold winters?

These guys don't understand that there are now gen 4 nuclear reactors that are very safe!
They have their minds in the gen 1 and 2 reactors that could meltdown even though it's rare.

How can Somalia improve if the country is ranked so low in the corruption ranking the 2nd lowest ranked most corrupt country in the world. We must improve our corruption score if we're serious about development.

This might be controversial but even if the oil extracted and sold i think almost all of the oil money should be saved in a sovereign wealth fund invested in stable countries with a stable currency in the west & should be touched only after many years of compounding only then can you start to invest in the country educate the people and use the power you have in foreign companies to bring part of production to Somalia.

Set up An independent entity that runs that fund without government input and the government should have no power to touch the money for decades.

Imo this is the only realistic option Somalia has to become a developed country

Since we won't be able to produce anything valuable to sell outside of natural resources & compete in the world market anytime soon let's invest in the foreign companies that are doing this.

Yes, sovereign wealth fund is a very good idea we can put a lot of the money from oil profits in there. It will also reduce the dutch disease that @freedomrider is concerned with. But the government should put some money into the infrastructure it's desperately needed.
