Relocate the capital if the situation stabilises in the near future. It would probably breath new life into the political class that succeeds the old guard. Maybe we won’t get USC militiamen/apparatchiks as presidential candidates anymore.

Which city do you think a new capital should be held at?
Bosaso, it’s served by an airport and has a port, it’s a large city with many amenities, no clan fault lines, and has an increasingly educated cohort. Xamar will probably remain the economic base of the south if that part of the country sees peace. Sort of like a Pretoria and Joburg scenario.
but this is in an ideal scenario not something I think possible as of now.
