Best solution would be,

Let Turkey have Muqdisho and Galmudug, Ethiopia can have the shabelle, Gedo and south west state if they agree to it, Jubbaland can become an independent state or join Kenya what ever they please, Khatumo and PL can join together and form a new country and SL can become an independent state on the red sea.. This should solve the problems once and for all.
