Somalia controls more of its territory than Ethiopia

The FGS controls 4 or 5 districts in Galmudug/Hirshabeelle plus Mogadishu and few other towns here and there, that would amount to less than 15% and the rest of the country is outside of its control.

How are countries like South Sudan and Ethiopia not called Failed States. Somalia devastated by decades of conflict controls more of its territory than these governments

If the Gov means state governments of SL, PL, etc, then this could be true.
