The early 2010s or late 2000s were the time Somalia started to be less anarchic especially after the Amxaaras saw Yuhuudis in Lebanon and said "I'll copy his homework and no one would notice".

It was never really an anarchy but there was conflict and political instability in the south mainly due to the proxies by the US/Ethiopia. ICU managed to stabilize it for a brief period and there was plans of it combining with the TNG but that was foiled and hijacked.

Anarchy means there is no government. There was governments but yeah there was more political instability and conflict back then compared to now.
