I really don't think this will have much of an effect. Federal government budget constantly has hundreds of millions in aid/Grant money planed for the FY, which isn't spent due to capacity constraints / funding gaps ect.

We don't have closed books but income is usually fgs revenue + (150m multilateral budget support)+ 100m aid multilateral aid.
