How is it AS propaganda when it is true? Based on the flight tracker history of the Israeli airplane in the question, it matches the tweet quite well. And if you look up the log of this plane alone, they pass through Somali airspace everytime it goes from Israel to/from south Asia. I'm assuming it's the same for all other Israeli aircrafts as well.

This is Israel were talking about. As much as Somalia has become US pet project to show that their "war on terror" wasn't a useless lie. Israel is high on their pecking order. I don't think it's about enforcing authority. I've looked up countries that have banned Israeli affiliated airplanes from entering their airspace and Somalia doesn't seem to be on any list (unless I'm mistaken).
