They are just casually turning the desert green because they are annoyed by the sand. Some countries are on a different level.

130mil is a lot of money that only the FGS has, some federal states can do this on a much smaller scale. With a few million every year, our land would eventually have a return on vegetation. States like PL and khatumo already participate in tree planting.
