The SSDF recognized Ali Mahdi as president while USC under Aideed (Mahdi financed it and Aideed did the fighting) and SNM were still fighting. Ali Mahdi jumped at the chance to rule all of Somalia because he thought if the SSDF made of Darods who use to rebel against Siad recognized him then everyone else would. Aideed and SNM were blindsided by Ali Mahdi going on TV calling himself president. The SNM felt betrayed since the Irir Samaaale alliance was about power-sharing between Hawiye and Isaaq. They tried reconciling however the Isaaqs already created Somaliland so they tried another power-sharing agreement but this time rather than a unitary state, a confederation where Isaaqs rule the north and Hawiye the South as two states, this was called the Cairo Conference. The Cairo Conference was a failure as well, in no small part thanks to the creations of Puntland and Jubbaland in 1998.
They managed to get 4 Presidents and god knows how many PM's out of the deal.
