Let's hope so.The port and the base are two different things, the port is going to be managed by DP world, which is owned by the gov to my understanding, and the port is solely owned by the government, until the term ends.
They will defo give back the port, they did it with Djibouti, many chinese and indian ports and so on.
The base package, also includes other benefits such as a whole new airport, development projects such as road and bridge constructions. If they don't want to leave, then at the end of the day, there isn't much problem, it just decreases the chances of Somaliland engaging with any sort of conflict due to a middle power in the midst.
