Only people who earned the right to wear the headdress can wear it; not anyone can wear it in their own community. I believe it's only tribal chiefs and children of warriors who can. He clearly knows the significance of it since he's a clan chief and thought he could do the same. It will cause Ali Beysteens to target Somalis if they find out.
