That was back in 2015 when SL was being petty and looking for more aid from the international community. The "ban" lasted no longer than a day and the government got great backlash from both Somalis and refugee agencies in the horn.
Berbera now regularly recieves boats with Somalis returning from Yemen and other refugees.

During my time in Hargeisa I never seen an homeless kid being given food for free in a restaurant

But the Ethiopian restaurants the way they treat their own I’ve seen them at many times bringing in homeless kids to sit and eat inside the restaurant free off charge
