A public-private partnership seems like the best outcome for a nation like Somaliland since this sole cement factory is of national/strategic importance yet SL has limited funds to invest hence partnering up with Dahabshill and a Kuwaiti company.

By the way, what happened to Raysut/Oman's interest on the factory?

they wanted a cement warehouse to export oman cement to somaliland not build berbera cement factory

Then again this factory could be bought with the government providing bonds a decent cement factory is $100 mill thats $2000 bond to 50,000 people which is much less than the 100 of thousands of somalilanders in the diaspora and with a lot of disposable income this will only make dahabshill kuwait richer than the citzens

There's a bunch of factories that are opening up in the outskirts of Hargeisa. Hopefully it will grow into a major manufacturing centre.
