That is true. Even in development Mogadishu is 5x more developed now and developing faster (even though it has been
at war for over 20 years). The only thing Somaliland has it going for is peace.

That is true but as living standards improve corruption will lessen. The reason Mogadishu is more developed than Hargeisa is not
because of less corruption but because it is wealthier, there is more money to go around for everyone.

Hargeisa is more impressive because S/Land is legally and practically speaking not a country but has been able to maintain peace, prosperity, and security except for droughts of course.

Mogadishu was destroyed by the civil war as well and suicide bombs (many times), that doesn't stop the city rising. There is no excuse for incompetence and failure.
