It's not even a tuulo, just a few buildings. There are more Fiqishini in Laascaanood than HY in Xudun. A quick google search tells me that this settlement is over 30 KM's from Xudun and is on the border between Sanaag-Sool as well.

Every minority should be accounted for, the Gabiley gobol council for example even has seats for Gurgure, Akisho, and Madigaan who are extremely small in numbers over there when compared to the majority jibreel Abokor.
