Why would they ever sit down and engage in diplomacy with a part of their own country. Diplomacy is for international relations, but I hear Darood using that word a lot and also sometimes the word statecraft, which is also for foreign relations. You can't practice international relations in the same country. The chain of command/structural heirachy must be established at any cost.
