Than the worst of people will remain on this earth and the trumpet will be blown on those people, whom will fornicate like animals.
Hence the Romans will make up the majority of those people, as they currently make up the majority of the filth we see today, that's the correct interpretation of the ahadith.
Think about it, this is after great battles and appearance of the son of Mary and the great peaceful rule he will establish, despite all of this the Romans will revert back to what they know best, decadence and shamelessness.
However what the great companion Amr said about them is correct, it's why in our current era they rule over us, they establish justice and the entire system is constructed around it (it's not about who you know), no Muslim nation comes even close, not even rich khaleeji countries have welfare system that looks after the poor, an entire Somali generation in the west raised on welfare, who used that money to keep their country afloat.

With regard to the meaning of this hadeeth, there are many similar ahaadeeth, for example: “the Hour will not begin until it is not said on earth, ‘Allaah, Allaah’”; and “It will not come upon anyone who says, ‘Allaah, Allaah’”; and “It will only come upon the most evil of people.”
