The FBI, per several reports, target teenagers who are mentally ill, entrapping them or manipulating them to commit crimes or join terrorist organisations, which end up in the arrest of the teenagers when they try to join the oranisation or do the act the FBI wants them to do, when they become adults. FBI make sure the teenagers they are manipulating while underage don't do anything yet, but wait till they become adult, exactly 18.

the reason maybe being bored, but also for funds, if the employee claims the caught x amount of terrorist before committing crimes, then they will get more funds, otherwise they lose money
