They are recruits for more support in the regions and less mucaarads and to show they are fair and fit to be independent. But it didn’t work very well as those regions are mostly still anti separatists. But unfortunately they can’t show it as the regime locks up anyone that shows or displays the blue flag.

how come these regions haven't revolted then?

That wasn't a massacre, that were clashes. Both sides reconciled at the Borama conference in 1993.

It was easy to stop the dispute between issaq and non isaaqs. But, the issaq inter conflict was worse especially from 94-97 . Berbera skermish in 1992 between musa abdullah and ciise muuse was minor incomparison to the full blown Habar Awal vs GX conflict in Hargeisa and the Habar habar wars in 1995.
