While this is not a small accomplishment it's not as big as you think. Sudan was able to manufacture aka-47s not just ammunition before the war began. In some ways it makes stuff more dangerous becuase if your country is in a civil war it makes it easy for the opponent to capture these kinds of places and manufacturer their own weapons.

So if you really think about it all these flashy projects end up indebting ethiopia and can be used against it if it collapses, but somalia been slowly building up with less big news? So the less work done the better, so If you reealy think abt it HSM doing 0 work will infinitedly help the country win in the end
