As someone who has analysed the situation in Somalia especially waqooyi or " Somaliland" for a couple years I can say the Qoti threat is somewhat true but also overblown they are mostly in the capital city of the region I didn't see much of them in the other parts of the country. Still though I did notice many of them illegally crossing the country when I travelled around last year. They are probably the majority of migrants in the region and most seem like they will stay permanently so how do we facilitate remigration when they eventually become too many maybe we should put them into milk trucks and send them back to Ethiopia?
