That is why when Siad Barre government fell the warsangeli evacuated the entire district back to badhan and dhulos left the entire gobol of sanaag and ran all the way to lascaanood. If you want Ceerigaabo as a capital then make Somalia a federal member state under Somaliland. It can start by being a protectorate under the watchful eye of The Republic
