I can see why they gave the money to people inside Puntland rather than the administration.

Puntland has a horrible corruption record and their administrations seem incapable of building infrastructure especially roads.

The EU cancelled a road project they were funding cause of Puntland poor mismanagement hence why their administrations can be trusted with FG money.

Wasn't the stadium an federal project payed by federal funds. roads in PL are state projects, and must be funded through state funds. The state funds do come from the federal fund, however you simply can't send a state office money directly by passing the state government
