I have the actual wording of the two decrees.

On another note I agree with your thought on the Somali national flag as it has a different meaning and there can be similiarities and collaration between two different but similiar things like for example the south african, zambian and tanzanian all have the same melody but each has different words, so there can be similiaritiee although in the mentioned example it can extreme but there can be subtle similiatities.

On the other hand the flag of Mogadishu itbis case closed.

The history, background, meaning and symbolism of what you're comparing however is unrelated. Those are what fundamentally makes a flag or crest or emblem. Just because something vaguely looks alike doesn't make it the same, and to suggest so is ignorant and wrong in every sense of the word.
