They can train Somali workers and build factories in coastal cities to make canned fish and other products. Somalia will also get 70% of what Turkey earns from the blue economy, and the deal will last only 10 years. After 10 years, Somalia will have the skills and experience to run its fishing industry and blue economy on its own.
