All politics is local. I love how the local party leaders were invited instead of the national party leaders. Puntland is learning from the mistakes from other 68iq Africans in their democratization process. The future council members are the ones that will take the local decision makers, not the national party leaders. The audience was very critical and asked tough questions
When PL adopts multi party elections under 1P1V will the president still be chosen by the elected 66 seat state Parliament or will the president himself be directly elected by the voters?

All you mention here is correct, as what info clear to me. Now we will wait when 54 Districts elections finish next year.@InaShaqalle as @FBIsomalia said this is a pilot election to select which parties become official. Once the pilot is done, it will be rolled out across all Puntland districts and we will officially have 3 major parties that are legal. We are at the stage of legalizing Puntland Parties thru voting. Each party has a 'xubin' from all 9 states of puntland, they are sent to their district to campaign for the party. Like right now in Qardho, they all osman mahmouds in various parties but that's cause it's qardho and that's the constituent. In EYL it will be different story, all the members debating will be Issa Mahmouds but they will be in all the various party also. This will happen eventually across all Puntland 54 districts.
They still haven't really reached on what the election mechanism will be such as first past the post or 'porportionate' sharing off seats based on what each party secures in the votes. There is still no census on the districts and only estimation models. What will be the MP ratio to population isn't available as that will determine how many MPS will be in PL parliament and also local district councils.
