Exactly. They need help but they won't get it if they won't let all the other states develop. We need to build up our army in the north and then help the south. Right now as it is, no one can do anything about Al dhabaab and our neighbours are happy that we are in this limbo state.

I remember seeing a video from a friend were a shop owner's CCTV caught a man planting an IED onto the bottom of someone's car, he told the police and they caught him. Unfortunately, this isn't being done enough to have an actual impact, but those who want peace are reporting, although at there own risk.

I assumed the central areas of Xamar are cordoned off.

The police/army only has to focus on a handful of roadstops.

However the way it's all arranged it's full of holes and changes all the time... JIT for an attack.

Maybe we shouldn't be relying on underpaid people to watch out for us and bring in some market mechanics instead.

Xamar citizens and especially businesses would be happy to pay for insurance to cover any future damages from terrorist attacks.

The insurance companies would then have a financial incentive to prevent anyone from slipping through.
