Under the agreement, a joint military base will be established in the middle Shabelle region, and the Somali army will be fully integrated into the Turkish Armed Forces (TSK), with military training agreements made with other countries being canceled.
It is expected that Somali President Hassan Sheikh Mohamud will declare a state of emergency upon his return to the country.
