In what way?

If you mean politically, you have to understand that local political systems vary in the U.S. While Minneapolis for example has single member districts, with city council members appointed from particular districts, Columbus has at large elections. While Somalis in Minneapolis can dominate a particular district and vote one of their own in, a Somali candidate in Columbus doesn't have that ability and must compete against the entire city.

I've heard rumors that Columbus will soon establish district based elections though.

If you mean anything other than politics, I wouldn't think we're underperforming anybody.
