The international community has given billions of dollars in aid to Somalia and the vast majority was funneled to corrupt politicians in Mogadishu instead of it going to the rest of the country.

Somaliland recieved 375 million whilst the rest of Somalia recieved 1.1 billion.

So Somalia recieved less than 3x more than Somaliland, whilst being at least 4-5 times larger in terms of population.

Secondly, the villages of Jubbaland or Southwest won't be seeing the money because it's CONTROLLED BY AL SHABAB. You have had 26 years of peace, whilst there has never been peace in the south. What exactly are you comparing yourself to?

Not to mention Benadir aid overlaps with the "SFG" that operates only in Mogadishu and its environs so naturally it also spends aid there.
