Weed should be legal in Somalia. There are plenty of countries around the world that import marijuana for medical use cause they can't grow it legally, it would be stupid not to take advantage of it. Morocco definitely will.

There are certain strains suitable to grow in hot desert climates, plenty of sun, less humidity and pests. It would be foolish not to take advantage of it.
