IQ is alright but isn't the metric for intelligence.
Not being able to read an write and do maths would have you score a low IQ but until 90 years ago most people were like that. Does that mean they were stupid? Ofc not. Having a high IQ nation would require you educate the population well in maths and language which is why all the countries with high IQs are the ones with widespread education. If your country has accessible education for all you will score a high IQ.
